Senior Assistant Director, Financial Accounting, Eastern General Hospital Planning Office

In this role, you will lead strategic financial planning, establish costing frameworks, and oversee critical system implementations as we build EGH's financial infrastructure. You will play a pivotal role in ensuring financial sustainability whilst supporting executive decision-making during our transition from planning to operations.
You will lead the development and implementation of comprehensive costing and pricing frameworks for all clinical services, ensuring these align with hospital strategic objectives and regulatory requirements. This includes conducting financial feasibility assessments for new service lines and capital investments, driving annual budgeting processes, and providing quarterly financial forecasts to senior management. You will establish and refine clinical support funding models, evaluating their effectiveness and recommending improvements to optimise resource allocation across the hospital.
In your system implementation leadership role, you will oversee the enterprise-wide ERP financial module implementation, including costing and clinical support platforms. This involves defining detailed system requirements, managing implementation timelines, coordinating cross-functional testing phases, and ensuring seamless integration with existing hospital systems. Your will also drive the standardisation of financial processes, strengthen governance, and enhance compliance through automation and digital workflows. Your responsibilities will include establishing policies and frameworks for financial closing, consolidation, and year-end reporting processes that meet statutory, regulatory, and audit requirements.
As a key executive partner and stakeholder manager, you will provide strategic financial insights to hospital leadership and clinical department heads. You will represent EGH in high-level discussions with the Ministry of Health, other public hospitals, and external partners, ensuring the hospital's financial interests are well-represented. In addition, you will be responsible for building and leading a high-performing finance team by fostering capability development, mentoring future leaders, and nurturing a collaborative culture that supports EGH’s long-term success.
Job requirements
- Bachelor’s Degree in Accountancy, Business Administration (with major in Accountancy or Finance) or equivalent
- Membership in a recognised professional accountancy body (e.g. ISCA, ACCA, CPA) is preferred
- Minimum 12 years of progressive finance experience, with minimum 6 years in senior leadership roles
- Proven track record in ERP implementations and healthcare/public sector costing systems
- Demonstrated expertise in financial analysis, budgeting, and strategic planning
- Strong project management and change leadership capabilities
- Healthcare or large-scale public sector finance experience highly advantageous
- Resourceful team player capable of working independently in a dynamic and fast-paced environment
