Senior Executive (Operational Technology - Projects and Operations), EGH Planning Office

We are seeking a dynamic and motivated individual to join our Operational Technology team with scope over the end‑to‑end lifecycle of MDOTS and EMS projects across SingHealth—including procurement, evaluation, deployment, maintenance, and day‑to‑day operations. You will be accountable for delivering initiatives within approved budgets and timelines, ensuring compliance with the Healthcare Instruction Manual (HIM) and SingHealth policies. The role’s scope includes oversight of vendor and contract matters from an IT perspective (e.g., SLAs and technology refresh cycles), corrective and preventive maintenance, documentation and inventory accuracy, and overall operational stewardship of MDOTS/EMS environments.
In this role, the Senior Executive, OpTech will execute the mandate by establishing structured processes to assess MDOTS vulnerabilities, implementing risk mitigation activities, and coordinating cross‑team work to meet business, security, and IT obligations. You will provide consultative advice to institutions on MDOTS‑related IT matters aligned with HIM security standards, maintain governance frameworks to monitor compliance and deviations with regular post‑implementation and operational checks, and support IT budgeting and work planning for OpTech‑managed projects. You will also contribute as a collaborative team member and support SingHealth MDOTS strategic initiatives and ad‑hoc projects as directed by IT leadership.
Requirements:
- A recognised degree in Computer Engineering, Computer Science, Information Systems, Business, or an equivalent discipline.
- At least 2 years of relevant experience in project management, IT infrastructure, or systems service delivery; candidates with higher relevant experience may be considered for a more senior role.
- Foundational knowledge of IT operations, IT security, risk management, and IT governance, with exposure to IoT/Operational Technology environments.
- Experience or familiarity with stakeholder and vendor management, and IT processes and procedures.
- Knowledge of cybersecurity and IoT/IoMT, and familiarity with healthcare or government IT, security, and procurement policies, is an advantage.
- Professional certifications such as CITPM, ITIL, CISSP, CISA, or COMIT are preferred but not mandatory.
- Strong team player with good analytical, problem‑solving, and communication skills, able to work independently, hands‑on, and effectively with cross‑functional teams.
