Deputy Director, Human Resource
About the Role
We are seeking an accomplished and strategic HR leader to support the organisation’s people agenda in a mission-driven healthcare environment. As Deputy HR Director, you will play a key role in shaping and executing HR strategies that foster a motivated, engaged, and high-performing workforce dedicated to delivering cancer care.
Reporting to the Chief Human Resource Officer (CHRO) of NCCS, you will work closely with senior leaders and stakeholders across the organisation, contributing to the full spectrum of human resource management and development.
Key Responsibilities
• Partner the CHRO and senior management to shape organisational culture and a positive work environment aligned with the employee value proposition
• Support organisational and business strategic planning by identifying workforce priorities, risks, and people-related solutions
• Build and sustain constructive relationships with employees and unions, ensuring a stable and engaged workforce
• Support succession planning and critical skills management to ensure leadership continuity and workforce sustainability
• Develop and oversee organisation-wide learning strategies that strengthen capability, performance and learning agility
• Ensure compliance with PDPA and data protection requirements, maintaining strong governance and risk management practices
• Review, enhance, and implement HR policies to meet evolving organisational, regulatory, and operational needs
Job Requirements
• A Bachelor’s degree in any discipline
• At least 10 years of relevant HR experience, including a minimum of 8 years in a managerial or leadership capacity
• Experience in the public healthcare sector or similarly complex and regulated environments (preferred)
• Strong strategic thinking and business partnering capabilities
• Excellent communication, influencing, and relationship-building skills
• Proven leadership experience in managing teams and driving organisational change
