About the Role
The Senior Manager, Patient Safety and Quality (Quality Standards and Improvement) plays a pivotal role in advancing the institution’s commitment to excellence in patient safety and quality. This position is responsible for leading and coordinating quality improvement initiatives that align with the organization’s strategic priorities and regulatory requirements.
The role demands a strategic and analytical mindset to identify opportunities for enhancing clinical and operational processes, ensuring adherence to national and international quality standards. Working collaboratively with multidisciplinary teams, the Senior Manager will champion a culture of continuous improvement, drive the implementation of evidence-based initiatives, and deliver measurable outcomes. Key responsibilities include partnering with clinical departments, administrative units, and external stakeholders to achieve sustainable safety and quality improvements. The position also provides comprehensive oversight for standards-based audits, including planning and executing tracer activities, analysing findings to uncover system-level gaps, and preparing actionable reports for submission to relevant authorities.
Responsibilities:
- Provide strategic oversight and direction to the QI team.
- Lead portfolio management of QI initiatives, ensuring alignment with institutional priorities.
- Review and approve project proposals and resource allocation.
- Mentor and develop Manager and team members in project management capabilities. Establish and monitor quality metrics and KPIs for the department.
- Provide strategic oversight of Ensure Safer System (ESS) programme and ensure alignment with regulatory requirements.
- Act as the key liaison for MOH/IPSQ ESS tracer activities and report submission.
- Plan and facilitate the ESS Tracer Audit based on safety metrics results and consolidated findings
- Analyse audits findings and lead RCA of systemic issues identified through audits; follow up on completion of action plans for the ESS Tracers findings and present audit findings and strategic recommendations to senior leadership.
- Build capability for internal tracer assessors within NCCS to regularise tracer activities.
- Lead the development of organizational capacity in QI methodologies,
- Mentor and coach manager and team members in advanced QI techniques.
- Establish strategic partnerships with external organizations for knowledge exchange and drive knowledge sharing and best practices within the organisation.
- Drive innovation in QI approaches and methodologies.
- Represent department in committee(s) at institutional or cluster level.
- Lead the Centre’s delegation and showcase its initiatives at the SingHealth Duke-NUS Quality & Innovation Day
- Lead team in active participation in institution-wide initiatives/ events.
- Review and revise departmental policies and procedures as needed.
- Ad hoc assignments as assigned by supervisor or HOD
Job Requirements
- Bachelor's degree in healthcare administration, nursing, life sciences, or related field
- Postgraduate qualification in Quality Management, Healthcare Quality, Public Health, or related discipline is preferred
- Certification in Quality Improvement methodologies (e.g., Lean Six Sigma Green Belt or Black Belt, Certified Professional in Healthcare Quality) is advantageous
- At least 7-8 years of relevant experience, with at least 2-3 years in supervisory or leadership role.
- Experience in quality assurance, control, and improvement within healthcare settings, especially involving JCI accreditation or the Ensure Safer Systems programme, is preferred
- Proven track record in leading and managing quality improvement teams.
- Experience in strategic planning and portfolio management.
- Strong analytical and critical thinking skills for system-level problem solving.
- Experience presenting to senior leadership and external stakeholders.
