Senior Assistant Director, Finance
Job Responsibilities
National Neuroscience Institute (NNI) is seeking a dynamic and strategic finance leader to join our Finance team as Senior Assistant Director, Finance. This role will lead key initiatives in Patient Revenue Management, Digital Finance Transformation, Strategic Finance, Value-Based Healthcare, and Capital Investment Governance. The successful candidate will work closely with clinical, operational, and senior leadership teams across NNI, SingHealth, and national healthcare platforms to drive financial performance, digital innovation, and organizational sustainability.
Patient Revenue & Revenue Cycle Management
- Serve as the Finance Lead and Subject Matter Expert for patient revenue systems, including national healthcare billing initiatives.
- Strengthen revenue cycle governance through analytics, audits, and revenue assurance reviews.
- Monitor billing integrity, revenue leakage risks, and compliance with healthcare financing schemes and subsidy policies.
- Establish and track key revenue performance indicators.
Digital Finance Transformation
- Drive digital transformation initiatives involving AI, Robotic Process Automation (RPA), predictive analytics, and business intelligence tools.
- Lead automation of finance processes, including revenue cycle management, reporting, reconciliation, and forecasting.
- Establish data governance frameworks and improve accessibility of financial insights.
Strategic Finance & Value-Based Healthcare
- Develop financial models to support value-based healthcare initiatives and strategic resource allocation.
- Partner with clinical and operational leaders to evaluate cost, quality, and patient outcomes.
- Conduct business case evaluations, long-term financial modeling, and scenario planning to support organizational sustainability.
- Monitor healthcare financing trends and recommend value-creation strategies.
Strategic Growth & Performance
- Lead private patient financial strategy and performance management.
- Conduct market, pricing, profitability, and service utilization analyses to identify growth opportunities.
- Develop dashboards and KPIs to monitor strategic and financial performance.
CAPEX Planning & Governance
- Lead annual CAPEX planning, budgeting, and investment appraisal processes.
- Evaluate and prioritize capital expenditure proposals based on strategic alignment, patient value, and financial viability.
- Monitor project implementation, budget utilization, and benefits realization.
- Prepare presentations and reports for senior management and governance committees.
Leadership & Stakeholder Management
- Mentor and develop finance team members.
- Engage and collaborate with stakeholders across the organization and healthcare ecosystem.
- Lead change management and staff upskilling initiatives relating to digital transformation and national healthcare systems.
Job Requirements
- Degree in Accountancy or equivalent qualification.
- Chartered Accountant (Singapore) qualification preferred.
- At least 10 years of finance and accounting experience in large organizations, preferably within healthcare and/or digital transformation environments.
- Minimum 4 years of supervisory or people management experience.
- Proven stakeholder management, communication, leadership, and change management capabilities.
