Senior Manager/Manager (Account Receivables, Non-Research Grants)

As a member in the Account Receivables and Non-Research Grants Section, you will lead and motivate a team of professionals to ensure that Accounts Receivable & Non-research and RHS (Regional Health System) section provides optimal accounting support to operating departments to enable them to operate efficiently and effectively. You will also establish partnerships with multiple stakeholders within the hospital to support smooth financial operation of the hospital initiatives that align with MOH and national initiatives. Your responsibility includes continuous process improvement through data mining by leveraging on data technologies which can better support the analytical demands of the Hospital. 

Your job roles will include but not be limited to the followings:

  • Collaborate with various business units, departments and/or funding agencies in providing financial inputs, assessments and analysis to ensure hospital’s financial objectives are met.
  • Develop, implement and maintain such automated recording, processing and storage of accounting information to safeguard hospital’s interests, assets and satisfy statutory requirements.
  • Collaborate with various key stakeholders within and across healthcare clusters to develop and build new cluster and national systems for the future workflow models/operations that is in line with the national healthcare cluster goals and aspirations. Actively participate in engagements to identify present-day pain points and contribute insights to innovate and create the to-be workflow and solution design for the new cluster or national systems. 
  • Monitor non-research fund accounts and RHS programs to ensure expenditure does not exceed income or approved budgets. Provide monthly/quarterly Statement of Income & Expenditure to Heads of Departments, Project Directors and/or Funding Agencies, etc.
  • In charge of quarterly GST return worksheets before submission to IRAS. Provide GST advisory to various stakeholders and manage issues arising from routine compliance matters. 
  • Manage daily cashflow within the hospital, monthly and yearly cashflow projection. Review fund transfer and payment instruction to banks.
  • Assists in other projects or tasks as assigned by supervisors, targeted towards achieving SGH’s priorities.

 

Job Requirements

  • Degree in Accountancy or degree holder (major in Accountancy or Finance) and 10 years of experience with demonstrated competency including 4 years of managerial / supervisory experience.
  • Proficient in SAP, IT Systems and Microsoft Applications, some knowledge of Data manipulation and visualisation applications, such as Tableau, Power BI, Power-pivot or Python
  • Excellent organisational and prioritisation skills
  • Systematic and meticulous in work
  • Independent worker with the ability to handle tight deadlines.
  • Must be fully vaccinated against COVID-19
