Assistant Director, Office for Service Transformation

We are seeking an Assistant Director to support the Head of Department (HOD) and leadership team in driving service transformation and organisational excellence. You will lead end-to-end project delivery, engage diverse stakeholders, and contribute to strategic planning efforts that advance OST's mission of impactful, sustainable change.
What You Will Do:
You will lead the planning, initiation, execution, and monitoring of transformation projects, ensuring they are delivered on time, within scope, and aligned with established milestones and key performance indicators. Working closely with internal and external stakeholders, you will coordinate to ensure policy and operational alignment, map process workflows, analyse baseline data, identify performance gaps, and develop actionable solutions that drive meaningful improvement.
A key part of your role involves keeping senior leadership informed and equipped to make timely decisions. You will prepare and present project updates and recommendations for Core Leadership, CEO-CMB meetings, and other senior management forums, and provide secretariat support for task forces and departmental meetings — setting agendas and ensuring effective follow-through on decisions and action items.
You will drive horizon scanning of emerging technologies, innovative care models, and industry trends, analysing and recommending new approaches to improve service delivery and business processes. You will also oversee the development of communication materials and collaterals across various formats, including copywriting, concept visualisations, and presentations that build engagement and momentum for transformation initiatives.
You will support the division's and department's strategic planning processes, ensuring alignment with organisational priorities through robust planning frameworks, and contribute to departmental performance management through regular review of work plans and the Balanced Scorecard.
You will also supervise and mentor one direct report, supporting their growth and development, and may be called upon to lead or support special projects and events as directed by the HOD.
Job Requirements:
- Bachelor's Degree with at least 10 years of relevant working experience
- A relevant Master's Degree (e.g. Master of Public Health) would be an advantage
- Strong written and verbal communication skills, with the ability to engage and influence diverse stakeholders at all levels
- Strategic and critical thinker who is adept at navigating complex, ambiguous, and fast-changing environments
- Proven ability to lead projects end-to-end and deliver results under pressure or within tight timelines
- Collaborative team player who works effectively across diverse teams, dynamic reporting lines, and multiple stakeholders
- Demonstrated interest in and ability to lead, coach, and develop junior staff
