This is an opportunity to help shape how de-identified and anonymised research data is accessed and governed across SingHealth Duke-NUS Academic Medical Centre, contributing to next-generation data governance models that enable timely, proportionate, and responsible access to data for healthcare research.
We are seeking an Assistant Manager/ Senior Executive to serve as the secretariat for the Institutional Research Data Board (IRDB) and SingHealth Data Access Committee (SDAC), managing day-to-day operations and providing comprehensive governance, operational, and administrative support. You will be the primary point of contact for IRDB Committee members and applicants, ensuring that research data access processes are efficient, compliant, and well-documented.
What You Will Do:
As secretariat, you will manage the full lifecycle of IRDB and SDAC operations, overseeing application management and tracking, performing completeness checks and screening submissions for conformance to IRDB criteria, and managing duplication and conflict workflows.
You will ensure timely processing across all workflow stages, maintain accurate and auditable records of governance decisions and correspondence, and facilitate the smooth transition of projects to the relevant internal teams as required.
On the governance and policy side, you will support the formulation of policies and Standard Operating Procedures (SOPs) across IRDB, SDAC and other related areas, including policies governing research data access, use, and sharing within the SingHealth Data Science, Innovation and Research Platform (SDIRP) ecosystem. You will support compliance with SingHealth and Ministry of Health regulations, particularly in areas related to data privacy, security, and ethical research conduct.
Beyond governance, you will plan and coordinate new initiatives related to IRDB, liaise with research teams, IT personnel, and data engineering counterparts to facilitate collaborative initiatives and support cross-institutional research and data sharing efforts. You will handle financial and procurement matters for IRDB and SDAC initiatives, assist in monitoring finances, and support preparation of the IRDB and SDAC charging model. Day-to-day responsibilities also include supporting IRDB committee members, maintaining organised records and tracking logs, and supporting work process integration across teams, and delivering quality customer service to both internal and external stakeholders.

Job Requirements
- Bachelor's Degree in a healthcare, science, or engineering
- Relevant working experience preferably in research administration, secretariat functions, or data management
- Applicants with at least 2 years of relevant working experience can be considered for the position of Assistant Manager
- Familiarity with data analysis tools and methods would be advantageous
- A keen interest in the application of data and AI in healthcare
- Strong verbal and written communication and interpersonal skills
- Detail-oriented with strong organisational and multitasking abilities
- Ability to navigate ambiguity and adapt to shifting priorities
