Chief Human Resource Officer of National Specialty Centres in SingHealth

As the Chief Human Resource Officer, you will drive strategic HR transformation and shape workforce excellence within one of Asia's most respected healthcare systems.
We are seeking a dynamic and strategic Chief Human Resource Officer to provide executive leadership and drive transformation initiatives in human resource management and development. You will report to the Chief Executive Officer at the assigned SingHealth’s National Specialty Centre and matrix report to the Group Chief Human Resource Officer, SingHealth to develop and implement cutting-edge human resource strategies to enhance workforce agility and build an engaged workforce that delivers on SingHealth's missions.
You will oversee all aspects of human resource management including manpower planning, talent acquisition and development, employee and industrial relations, talent management and succession planning, leadership development, organisational design, retention, rewards and performance management, and change management. You will be responsible for the full spectrum of human resource functions for SingHealth-employed nursing, pharmacy, allied health, administrative, ancillary and medical staff who are assigned to and/or hosted / working in the assigned SingHealth Institution. You will work closely with heads of departments, heads of institutions and relevant stakeholders to provide human resource support that enables the delivery of seamless, specialised patient care through an integrated care model across SingHealth and its institutions.
Job Requirements:
- Bachelor’s Degree in Human Resource Management, Business Administration or related field
- At least 15 years of Human Resource experience, including at least 10 years in leadership roles in public healthcare
- Proven track record in HR transformation, technology adoption and workforce optimisation
- Exceptional leadership strength and integrity, with the vision and capability to meet current and future organisational challenges
- Strong strategic thinking with analytical skills and proficiency in HR systems (e.g. SAP SuccessFactors)
- Excellent stakeholder management
- Strong written, communication, and interpersonal skills; capable of leading and collaborating with cross-functional teams.
- Experience working in a highly matrixed organisation, demonstrating effective teamwork
