Deputy Director / Director, Policy, Planning & Employee Relations, Strategic HR
Join SingHealth, Singapore's largest Public Healthcare Cluster, and play a pivotal role in shaping workforce and human capital strategies supporting a workforce of over 38,000 staff across our network of hospitals, national specialty centres and polyclinics.
Reporting to the Deputy Group Chief Human Resource Officer, you will lead the Policy, Planning and Employee Relations functions, working closely with senior management, institutional HR leaders, the Ministry of Health and Ministry of Health Holdings to strengthen workforce planning, HR governance, employee relations and organisational readiness across SingHealth.
Key Responsibilities:
- Lead and oversee Cluster-wide workforce planning, manpower analytics and organisational planning initiatives to support strategic decision-making and meet long-term healthcare manpower needs.
- Drive the Cluster’s strategic HR planning, including annual workplans, budgets, performance reporting and key workforce metrics.
- Lead the development, review and maintenance of the Cluster’s HR policies.
- Lead and advise on employee relations matters, including disciplinary and whistle-blowing frameworks, investigations and governance processes.
- Strengthen organisational capability through training, competency-building and continuous improvement initiatives.
- Oversee HR-related enterprise risk management, data governance and contingency planning.
- Lead, develop and mentor a high-performing team.
Job Requirements:
- Good Bachelor's Degree in any discipline.
- At least 15 years of relevant experience in workforce planning, policy development, employee relations or related HR functions within a large and complex organisation.
- Experience working in government agencies or public sector organisations will be advantageous.
- Prior healthcare experience is preferred.
- Strong strategic thinking, analytical and problem-solving abilities.
- Excellent communication, stakeholder management and presentation skills.
- Proven leadership experience with the ability to influence senior stakeholders and drive organisation-wide initiatives.
