Manager, Group Finance Governance and Performance
Join SingHealth's Group Finance team and play a pivotal role in managing IT financials across Singapore's largest public healthcare cluster. You will work at the intersection of finance and technology, ensuring robust financial governance as well as good financial management for major IT initiatives that support patient care and operational excellence across our network of hospitals and institutions.
We are seeking a Manager to serve as the primary IT Finance Partner, managing budgets, transfer pricing, and financial reporting for significant technology investments including the Next Generation Electronic Medical Record and other transformational digital health projects. You will collaborate closely with colleagues from Group Chief Information Office and Digital Health Office, as well as finance teams across our institutions to ensure equitable cost allocation and sound financial stewardship of IT resources. You will also participate in supporting the financial aspects of non-IT projects as and when assigned.
What You Will Do:
You will partner with the Group Chief Information Office and IT stakeholders to develop and monitor the annual Group IT budget, ensuring reasonableness and completeness whilst supporting the review of IT workplans. Your role involves analysing total cost of ownership for key technology solutions and working with finance operations teams to maintain accuracy of IT and utilization. You will review cluster-level Transfer Price Keys to ensure equitable allocation of IT capital and operational costs across institutions, maintaining a central repository of approved pricing frameworks and following up on matters arising from CFO forums. Additionally, you will coordinate quarterly reporting for major IT initiatives, validate billing calculations, support Digital Health Office budget tracking for artificial intelligence spending, and review IT Spend reports. You will also contribute to developing IT business processes at cluster level, determine appropriate accounting treatments for IT expenditure, and maintain IT finance guidelines whilst supporting ad hoc feasibility studies and projects as required.
While your primary role is supporting IT Finance, exposure will also be provided to supporting non-IT related projects which may be initiated on an ad-hoc basis.
Job Requirements:
- Bachelor's Degree in Accounting or Professional Accounting Qualification (Chartered Accountant preferred) with at least 6 years' experience in Accounting or Finance field
- Prior experience in healthcare setting preferred
