Manager (Fees and Charging Policy), Group Finance Population Health Planning

The team works closely with the Ministry of Health (MOH) and MOH Holdings (MOHH) on fee revision frameworks, community care costing models, and price harmonisation across the SingHealth cluster of public healthcare institutions — contributing directly to how Singapore finances and delivers population health.
We are seeking a Manager to support fee revision exercises, policy development, and population health financing initiatives. You will work in a small, dynamic team where analytical judgement is valued and policy direction continues to evolve. This role requires managing multiple concurrent workstreams whilst engaging stakeholders across SingHealth institutions and with MOH and MOHH. Candidates from commercial finance backgrounds are welcome and should highlight any exposure to regulatory, governance, or public-facing finance work.
What You Will Do:
You will support the annual fee revision exercise across SingHealth institutions, consolidating data, benchmarking against endorsed fee frameworks, and preparing submissions to MOHH. Your role involves conducting bill analysis and benchmarking healthcare charges against institutional data, cross-cluster comparators, and market norms to validate pricing decisions. You will build and maintain financial models for population health and community care programmes, including costing models for community nursing and community health programme pilots, whilst supporting analysis of the Community Subsidy Framework and charging policy development for community-based clinical services. Additionally, you will provide secretariat support for the SingHealth Cluster Charging Workgroup, managing minutes documentation, agenda coordination, and follow-up on inter-institutional fee harmonisation efforts. Throughout all analytical work, you will maintain comprehensive documentation and methodology traceability to ensure that analytical outputs are robust and defensible.
Job Requirements:
- Bachelor's Degree in Economics, Finance, Business Administration, Accounting, or a related quantitative field; a Master's degree in Public Health or Health Economics and Outcomes Research is also welcomed
- Minimum 6 years of relevant working experience in economics, finance, business administration, or data analytics, with a track record of sustained tenure of at least 2 years in any given role
- Experience in financial modelling, pricing analysis, cost benchmarking, or economic reviews, as well as experience engaging multiple institutional stakeholders and managing concurrent analytical workstreams will be an advantage
- Prior experience in a healthcare, public sector, or policy-adjacent environment will be an advantage
- Working knowledge of SAP and data tools such as Tableau, Power BI, Power Pivot/DAX, R, Python, or AI tools is advantageous
- Comfortable working with strategic ambiguity and structuring analytical approaches independently
- Strong communication skills for engaging senior stakeholders and presenting analytical findings clearly
