Join SingHealth's Group Finance team and play a key role in shaping the financing of Singapore's largest public healthcare cluster.

The Capitation & Subvention team sits at the nexus of healthcare financing, population health, and public policy. Working closely with the Ministry of Health (MOH) and leaders across the SingHealth institutions, you will contribute to how resources are allocated to support sustainable healthcare delivery and achieve Health System Goals (HSGs).

This role offers a unique opportunity to influence cluster-level funding strategies, drive cost containment initiatives, and leverage data analytics to inform policy and financial decisions that directly impact patient care and population health outcomes.

We are seeking a highly analytical and motivated individual who is equally comfortable working with large datasets, developing financial models, and engaging senior stakeholders across the healthcare ecosystem.

 

What You Will Do:

As part of the Group Finance Capitation & Subvention team, you will support the cluster lead in managing the allocation and disbursement of capitation subvention across SingHealth institutions. You will contribute to the development and review of subvention frameworks to ensure that funding is distributed in a fair, transparent, and sustainable manner, aligned with the cluster's strategic priorities and Health System Goals (HSGs). This includes performing subvention computations for budgeting, forecasting, and disbursement purposes, as well as ensuring compliance with Ministry of Health (MOH) requirements relating to subvention reporting, Financial Performance Reports, and other regulatory obligations.

 

You will play a key role in driving the cluster's cost containment agenda by supporting the implementation of cost optimisation strategies and strengthening financial discipline across institutions. Working closely with institutional finance teams and operational stakeholders, you will identify opportunities to improve efficiency, enhance value, and optimise resource utilisation. You will partner stakeholders across the cluster to advance initiatives such as Value Driven Care, Bundled Care, Workforce Optimisation, and value-based procurement, while conducting detailed analyses to understand cost drivers, evaluate savings opportunities, and track performance against established targets.

 

In support of SingHealth's population health transformation, you will contribute to the development and enhancement of the Cluster Pay-for-Performance (P4P) framework, which aligns institutional incentives with desired health outcomes. This includes reviewing funding methodologies, supporting the evaluation of performance outcomes, developing financial policies and governance frameworks, and working closely with relevant stakeholders to align performance measures and Balanced Scorecard indicators with the cluster's Health System Goals.

 

You will also work closely with MOH and internal stakeholders on the MOH Subvention System (SuSy), leveraging system data and cluster-wide datasets to support subvention calculations, policy reviews, and funding model enhancements. Through advanced analytics, financial modelling, and scenario planning, you will generate actionable insights to support strategic decision-making and assess the impact of policy, funding, and operational changes. You will be expected to develop dashboards and management reports that effectively communicate performance trends and opportunities to senior leadership.

 

Beyond technical responsibilities, you will engage and influence a broad range of stakeholders across MOH, cluster institutions, and corporate offices to drive alignment and execution of key initiatives. 

 

Job Requirements

  • Master's or Bachelor’s degree in Accounting, Business, Economics, Statistics, Engineering, or a related discipline.
  • Minimum 4 to 6 years of relevant work experience, preferably within healthcare, public sector, finance, consulting, or other complex organisational environments.
  • Experience in financial planning, policy analysis, business analytics, healthcare financing, or performance management will be advantageous.
  • Experience leveraging data analytics, programming, and visualisation tools (e.g., Power BI, Tableau, SQL, Python, R) to develop dashboards, perform financial modelling, and generate actionable business insights is highly desirable.
  • Strong quantitative and analytical skills with the ability to derive meaningful insights from large and complex datasets.
  • Experience in financial modelling, forecasting, and scenario planning.
