Senior/ Executive, Group Finance Population Health Policy

You will work closely with the team lead on bundled payments, Population Health Financing (including Capitation), Healthier SG enrolment initiatives and SingHealth Cluster Charging workgroup. Your responsibilities include ensuring fair distribution of funding to all affected institutions for bundled payments, analysing bundled episodes using various data sources to simulate financial sustainability, and highlighting actionable insights for improvement and change.

 

You will provide key value-added support to the clinical and operational partners in the bundled payments framework such as the Acute Hospital-Community HospitallBundled Care for performance management.  Additionally, you shall assist the team lead in developing financial policies to support Population Health projects which are closely aligned with bundled payments implementation and Capitation. You will explore funding of Healthier SG enrolment incentives to meet the long-term objectives and vision of Population Health.

 

For Cluster Charging Workgroup, you will provide the necessary secretariat support, as well as gather relevant financial details on the prevailing institutions’ charging practices and recommend areas for harmonisation under a OneSingHealth mindset and/or OneFinance approach of governing inter-company charging practices within the cluster.

 

To better support the analytical demands of Population Health Financing and Bundled Payments, you will streamline data-mining processes and leverage data technologies innovatively.

 

Job requirements:

  • Degree in Business Administration, Economics, Engineering or Accounting with cross-disciplinary knowledge/prior experience working with Healthcare Data, with at least 3 years’ relevant working experience in Finance/Business Administration or Data Analytics field
  • Prior experience in management accounting, reporting, costing, financial modelling, Econometrics and multi-variate analytics
  • Prior experience in a healthcare setting is preferred
  • Able to work in a dynamic and fast-paced environment
  • Proficient in Microsoft Office applications (Word, Excel, Powerpoint), SAP, with some knowledge of data manipulation and visualization applications, such as Tableau, Power BI, Power-pivot DAX, or Python
  • Passionate about working with transformational policies, healthcare strategy, and using data sets and BI techniques to mine and uncover new actionable insights
  • Resourceful and think out of the box
  • Self-motivated with a can-do attitude and willingness to take up challenges
