Join SingHealth Office of Regional Health (SORH) and play a meaningful role in advancing Singapore's public health ecosystem. As part of the Strategic Finance team, you will be at the forefront of Regional Health System (RHS) funding management, partnering closely with the Ministry of Health (MOH), SingHealth institutions, grant agencies and programme stakeholders to ensure that population health initiatives are effectively funded, well-governed, and deliver meaningful impact to the community.

 

We are seeking a Senior Executive / Assistant Manager to support the full spectrum of finance and governance functions for MOH-funded RHS and Population Health programmes. In this role, you will contribute to funding strategy, budget planning, financial stewardship, and programme governance, helping to drive the sustainability, accountability, and long-term success of regional health initiatives across the SingHealth cluster.

 

What You Will Do:

In the area of RHS programmes and funding management, you will serve as the finance liaison between MOH, SingHealth institutions, grant agencies and programme owners, coordinating on funding-related matters and ensuring that all fund utilisation reports, budgets, forecasts, and financial submissions are accurate, timely, and compliant with MOH requirements. You will administer funding receipts, claims, drawdowns, and disbursements in accordance with funding terms and internal policies, monitor programme expenditure through budget-to-actual analysis to identify variances and funding risks. You will also follow up with programme owners on mitigation plans and develop financial standard operating procedures (SOPs) to strengthen governance and process consistency.

 

On the budget planning and financial analysis front, you will support annual budgeting, forecasting, and workplan budget exercises for assigned departments and programmes. You will prepare financial reports, management dashboards, and ad hoc analysis to support planning and resource allocation decisions, partner budget owners to review expenditure plans and optimise utilisation of resources.

 

With regards to governance, audit, and strategic initiatives, you will support internal, external, and MOH-related audits by coordinating financial records, documentation, and audit responses. You will ensure adherence to funding requirements, financial policies, and governance frameworks, participate in finance transformation, process improvement, and automation initiatives. You may also be assigned to support strategic projects and funding reviews as directed by management.

 

Job Requirements:

  • Bachelor's Degree in Accounting or a professional accounting qualification; Chartered Accountant (CA) or Association of Chartered Certified Accountants (ACCA) qualification is an advantage
  • Strong communication and interpersonal skills, with the ability to engage and build buy-in from stakeholders across institutions
  • Ability to manage cross-functional relationships and work effectively in a dynamic, fast-paced environment
  • Systematic, meticulous, and well-organised, with the ability to prioritise and meet tight deadlines
  • Independent, resourceful, and adept at handling complex or ambiguous situations
